One of the reasons this would "totally makes sense as a product" is that it, once again, reduces Apple's exposure to outside influence.
Pages might not be enough to get most people to abandon Office, but it does do a little to lessen their reliance on Microsoft.
Similarly, an Apple photo editing app would mean that Adobe wouldn't have a stranglehold with Photoshop.

Well, Preview (as of 10.4) reportedly has a non-useless cropping feature, at least.

"Pro" Macs ship with Graphic Convertor, and have for ages.
I could never get my head around its interface, mind.

Well, it's not like the shareware was always that great. I prefer Apple at least providing basic features, with other programs available for more specialist users.
